Neda Maleska Sachmaroska

Neda Maleska Sachmaroska graduated in psychology from the University "Ss. Cyril and Methodius" in Skopje, she obtained a Master's Degree in Social Policy on the topic of Work Engagement in Public (Social) Administration as a Prerequisite for More Effective (Social) Public Policies. She also obtained a doctorate on the Study Program Organizational Sciences and Management, on the topic of Management and Leadership of Public Administration aimed towards results through the Center of Government in the same University.

 

Maleska has 25 years of work experience related to the development of civil society and public administration, working and managing projects financed by international organizations and donors of varied scope and complexity. Two key areas in which she is actively involved, civil society engagement and public administration reforms, offer her the opportunity to better understand the overall political context and dynamics of reforms.

 

From 1999 to 2007, she worked as a program coordinator at the Macedonian Center for International Cooperation (MCIC), with full responsibility in managing projects aimed at the development and advancement of civil society in the Republic of North Macedonia.

 

From 2007 to 2011, she managed the team and the project financed by the British Embassy for Building administrative capacities for EU integration in the Secretariat for European Affairs and the General Secretariat of the Government of the Republic of Macedonia. Together with the institutions, it worked on significant changes in the advancement of strategic planning processes, policy development and more coherent planning with the priorities for accession to the EU defined in the National Platform for the Adoption of EU Law (NPAA). As a result of these efforts, with the support of the project led by Maleska, the process of Assessment of the Impact of the Regulation (AIR) is being introduced and the national mechanism for its application in the country is being built. Human Resource Management Standards are introduced; and institutional capacities are being built for the use of the Instrument for Pre-Accession Assistance (IPA), through trainings, workshops and mentoring of national structures.

 

From 2011 to 2015, she managed the team and project funded by the British Embassy in the Ministry of Information Society and Administration (MISA) for Public Administration Reform Support (2011-2015), which focused on the modernization of the public administration. The project led by Maleska Sachmaroska resulted in the establishment of a competency-based management framework in public administration, as an integral part of the existing legislation (Law on Administrative Officers and Law on Public Sector Employees). The project introduced human resource management standards in public administration and quality management standards in public administration, based on the Common Assessment Framework (CAF) of the European Institute of Public Administration.

 

From 2015 until today, as the Founder and Executive Director of the Center for Change Management CCM, a leading think-thank organization in the field of modernization of public administration, good governance, rule of law and European integration, Maleska leads a number of development initiatives and projects in this sphere. These initiatives and projects have resulted in significant changes and improvements to management and leadership systems in the public sector. With the support of the British Embassy, CCM led by Maleska, and MISA, the Open Data Strategy was prepared and the National Open Data Portal https://data.gov.mk/ was established. The catalogue of public services was established; an analysis of more than 130 laws was prepared and more than 1230 public services were listed on the https://uslugi.gov.mk portal; the Functional Analysis Methodology was developed and implemented, and a large number of institutions were supported for its application. The Law on Senior Management Service and by-laws were prepared; together with the Ministry of Education, several important services such as high school enrolment were successfully digitized; applying for student scholarships and the recognition of foreign diplomas. Currently, in cooperation with NDI, efforts are being made to strengthen the supervisory role of the Assembly, etc.

 

As a national consultant of OECD/SIGMA, from 2015 - until today, she supports evaluation missions in evaluating the progress of reforms in public administration in Macedonia. Moreover, in cooperation with OECD/SIGMA, she is engaged in other initiatives such as the assessment of the responsibility and accountability of institutions, analysis of multi-level management structures and initiatives in the country, employee retention policies, etc.

 

Maleska is the author of a large number of researches, manuals, guidelines, and articles in the field of public administration.
