My money, my responsibility – Participative budgeting in municipalities in the Republic of Macedonia

The overall aim of the project is to enhance local-stakeholders’ practice and participation in the local budgeting process, based on which the effectiveness of the municipal-money spending will be increased and fiscal transparency of the municipality will be improved for the benefit of the citizens. The project is implemented in several municipalities by civil society organizations which are part of the FISCAST network. Center for Change Management is responsible for cooperation with Gjorce Petrov municipality in conducting the planned activities and expected results. 

Period 01.05.2017 - 31.05.2020

Donor: USAID, Civic engagement project-implemented by East West Management Institute

Project beneficiary: Municipal administration, municipal council, stakeholders in the municipal budget, citizens.

Main goal:

The overall project purpose is to enhance the effectiveness of the municipal money-spending. The particular objectives include to enhance local-stakeholders’ practice and participation in the local budgeting process not merely in the budget development, but also in defining the priority projects for the citizens, the distribution of the municipal money, as well as the monitoring of the budget realisation and evaluating of the budget efficacy.

Expected results:

  • To increase participation of local stakeholders – civil society, business community, citizens, local media – in the municipal-budgeting processes;
  • To increase awareness of local citizens for how spending of municipal money affects their quality of life;
  • To increase the credibility and effectiveness of local governments’ decisions related to the spending of public money, as well raise awareness for the (need for) transparency related to it.
  • To create partnerships among local stakeholders.
  • To improve the local administration capacity in terms of the decentralization.
