REINVENTING GOVERNANCE - PHASE 2
In line with the new Rules of Procedure of the Government, the project will support all line Ministries of the Government to embed the KPIs (SMART goals) approach in the strategic planning system, interlinking it with programme-based budgeting. The new methodology for strategic planning developed in phase 1 of the project, provides for compulsory reference to sector strategies, NDS, European integration planning and operational planning, for which the project will provide coaching and support for Ministries, together with the General Secretariat. This will support the Strategic Planning Departments within the line Ministries to be able to define and use KPIs and monitor implementation progress against them. The platform www.odgovornavlada.mk will be used as a model for transparent monitoring of policy implementation based on measurable KPIs, reflecting also the progress in implementation of sector specific strategic plans.
The update of the Regulatory Impact Assessment (RIA) methodology (developed with UK support) in this phase would ensure that all national policies promote Gender Equality and Social Inclusion (GESI) standards, a toolbox developed by UK supported project on gender equality informed policies. Gender-responsive RIAs will enhance transparency and accountability, enabling institutions to demonstrate that decisions are taken in the public interest, based on merit, evidence, and a commitment to gender equality.
Ministry of Public Administration will also be supported by the project which will provide support in completing the legal framework for merit-based recruitment and performance management for officials in top management positions and governing and supervisory boards. This distinction between the political appointees and the professional administration directly managed by competent result-oriented officials will ensure improved delivery of reforms. With this, the performance of policy implementation institutions will be improved as their strategic objectives will be translated into measurable targets for specific job positions, resulting in an objective appraisal system.

Main goal:
Safeguarding transparency and accountability of the central Government institutions (Ministries) through embedding of measurable performance management, aligned with the programme-based budgeting. Better governance of the institutions, including through gender-sensitive policy-making will contribute to professional administration of reforms and support the anti-corruption plans the MKD Government has committed to.
Expected results:
- A competency-based appointment framework developed, with transparent selection criteria and procedures for top management positions
- Toolbox for improved strategic planning and monitoring of policies
- Strategic plans and annual plans of 20-line Ministries for 2026 developed and aligned with NDS, sector strategies and the budget.
- Updated Regulatory Impact Assessment (RIA) methodology developed, incorporating GESI toolbox.
- Guidelines for staff planning based on strategic and annual objectives
- System of “smart” job descriptions for improved performance management
