Public Policy Document - Is the Rule of Law Possible with a Commercial Official Gazette?

General legal acts adopted by state authorities and administrative bodies are published in the Official Gazette in order for citizens to be familiar with their rights and obligations, as well as the rules governing the procedures in which they exercise those rights and obligations. This is a general standard of every democratic state, in which the rule of law is a fundamental principle and guarantees the legal security and certainty of citizens. However, this standard is not fully implemented in the Republic of North Macedonia, where access to current editions of the Official Gazette, in which laws and by-laws are published, requires the payment of a certain amount of money. This public policy document analyzes this absurd situation in more detail and proposes several recommendations for overcoming it.
