Building administrative capacity for EU integration

The project includes support to the Secretariat for European Affairs in building administrative capacity for integration into the European Union.

Main goal:

The overall objective of this project is the ownership and participation of state institutions in programming (defining priorities, preparation of program and project documents) and the implementation of the national annual programs that will facilitate the process of EU integration. Each of the five proposed components contribute to the overall objective of the project.

 

Expected results:

Reform of public administration towards EU accession process

  • Methodology for strategic planning that establishes a strong link between strategic planning, budgeting and the National Programme for adoption of the acquis communautaire NPAA;

Established structures and procedures to develop an annual program of the Government assuring the joining of the Programme and monitoring of the implementation procedures;

· Developed new Rules of Procedure which will enable impact assessment and analysis of policies and procedures are reflected in the e-government;

· Developed organizational structures, human resources and skills needed to improve the planning process and the politics;

· Trained civil servants for strategic planning in the central coordinating bodies and ministries;

  • Trained civil servants in the General Secretariat to act as a check point of the quality policies and proposals submitted to the Government

Capacity building for implementation of a national communication strategy on EU integration

  • Permanent and professional information service in all ministries with an opportunity of timely delivering the message to the process of EU integration;

  • Improved dissemination of EU-related information between civil servants and the general public;

  • Increased involvement and engagement of stakeholders and impacts that are key to the process of EU integration.

Capacity building for EU integration

  • Founded training needs assessment (TNA) and system about administrative requirements for EU integration;

  • Introducing standards and quality assurance training;

  • Established methodology for training, based on the principles of coordination, complementarity and knowledge;

  • Established system for monitoring the implementation of measures for institution building;

  • Improving the capacity of the NPAA working groups to analyze the EU aquis requirements, connect and meet the priorities of the NPAA.;

  • Improving the capacity of the Programme through the groups intended for providing trainings

 

Support government structures for IPA

  • Selected representatives of government institutions trained in the management and facilitation of access to EU IPA funding.

· National structures able to pilot model for decentralized management of EU IPA funds.

  • Trained team of local experts in public administration, who can provide assistance in programming, project preparation and implementation in public administration, municipalities and other potential users.

Maintaining IT network to support the overall process for planning the NPAA, coordination and monitoring

  • Developed NPAA system of database and interfaces to support, monitor and integrate different processes and different structures: the EU acquis, national legislation, administrative infrastructure, the need for institutional capacity needs and budget needs of foreign aid;

· Developed NPAA portal as a common working web page for information of the progress of the Programme;

· Developed NPAA monitoring tool in order to use critical information for decision makers;

  • Trained NPAA working groups to use the NPAA systems, structured templates and NPAA portal;

Trained IT working group on IT Handbook, focusing on NPAA appropriate skills.
