Author:

year: 2019

With the process of decentralization of power, the local self-government units are transferred a number of essential competencies for more efficient, more economical and more democratic management of public affairs in the local communities, in the areas: urban planning, issuing building permits, landscaping and landscaping. of construction land, environmental and nature protection, local economic development, utilities, culture, sports and recreation, social protection and child protection, education, protection and rescue of citizens and material goods, fire protection and other activities as determined by law.

Following the principle of subsidiarity, the goal is for citizens to participate in decision-making on essential issues through elected representatives in municipal councils and directly, through their involvement and through the use of legally established mechanisms - referendum, civic initiative, citizen gathering, complaints and proposals, and their impact can be achieved through the use of the right to free access to public information.

This document is a summary report of the monitoring of the local self-government units in the fulfillment of the standards for good management, presenting the findings on certain topics from the standards.
