This research concerns the demarcation and illegalities that appear in the experiences of state administration bodies, which create conditions for the risk of corruption. In addition, the findings of the State Audit Office (SAO), as a central public institution authorized to ensure the legality of the operations of the entire public sector, are taken as a basis for this research.

The subject of this research are the irregularities in the operations of state administration bodies, presented in the reports of the State Audit Office. Within the framework of this research, they will be identified in relation to the operations of public institutions and measures will be proposed for their improvement.
