This methodology is prepared within the project "Network 23" and aims to set the processes and to point out the methods and tools for monitoring and evaluation of public policies from Chapter 23 - "Judiciary and Fundamental Rights of European Union Legislation" . Given that the methodology should serve for the practical development of monitoring and evaluation of specific policies, the methodology provides examples from Chapter 23. Although the reference is given to examples from this chapter, we appreciate the need to point out that the monitoring processes and evaluation are universal activities and are applicable to all types of policies, projects and programmes.
