A workshop on the Methodology for conducting a functional analysis and for preparing an Improvement plan was held on June 27, 2018 in Skopje. The methodology was prepared within the project “Support to the process of public administration reform” by the Center for Change Management including the British expert Gerry Reffo, and in cooperation with the Ministry of Information Society and Administration.

The functional analysis is envisaged to serve as a tool for thorough self-assessment of the quality of the work of the institutions, for the purpose of further developing their effectiveness and efficiency ultimately aiming to provide better services for the citizens. The methodology was tested on several pilot institutions and was adjusted to the context of the public sector. Representatives from several ministries, secretariats and the Agency of Administration attended the workshop and improved the methodology based on their own experience related to human resources management in the public administration.
