On 24.06.2025 in Skopje, the Center for Change Management (CCM) in cooperation with the Ministry of Public Administration (MPA) organized a conference to mark the Day of Public Servants and Public Services.
Within the conference, two panel discussions were organized on the topics "Modern Public Sector" and "Management for Results", at which representatives of the public and civil sector raised essential issues related to strengthening the work of public services and public servants.
The event was opened with welcoming speeches by the Prime Minister Hristijan Mickovski, the Minister of Public Administration Moran Minchev, the Deputy Prime Minister in charge of good governance Aren Fetai and the Deputy Ambassador of the Embassy of the United Kingdom in Skopje Daniel Fieler.
The first panel discussion "Modern Public Sector" was moderated by Esma Adilović Fazlić, Head of the Public Administration Reform Department at the Ministry of Public Administration. The Deputy Minister of Public Administration Laze Jakimoski presented the novelties of four key laws that are in parliamentary procedure and the Director of the Agency for Public Administration Ljubica Karamandi gave an overview of the challenges faced by institutions and candidates in employment procedures so far. The executive director of CCM Neda Maleska Sacmaroska presented the platform responsiblevlada.mk through which citizens and officials can become familiar with the promises of the Government expressed through measurable indicators. The Director of the Second Instance Decision-Making Commission Ilce Musharevski emphasized the key role of the commission in guaranteeing good governance and protecting citizens' rights from poor performance by the administration. The last panelist, Peter Vagi, Senior Policy Advisor at SIGMA, emphasized that the state must focus more on the efficient implementation of laws, not just on their enactment, and make more efforts to ensure that decision-making processes are inclusive, that is, to include all stakeholders.
The second panel discussion "Management for Results" was moderated by Irena Bojadzievska, researcher at the CUP. The Director of the Public Enterprise State Roads, Koce Trajanovski, stressed the need for the public service to plan long-term and to consistently implement plans, in order to efficiently meet the needs of citizens and feel the change. The Director of ZELS, Dušica Perišić, emphasized that public servants at the local level are the first contact of citizens with the state and that for this reason, it is necessary to invest in their capacities and proactively cooperate with central authorities. The State Advisor for Strategic Planning at the General Secretariat of the Government, Sali Sali, presented the novelties of the new Rules of Procedure of the Government and the new Methodology for Strategic Planning, which were developed with the support of the CUP. The State Advisor for Support of the Integration Process at the Ministry of European Affairs, Hristina Koneska, reminded those present of the important role of public administration in the process of European integration of the country and the responsibility that civil servants have in this process. The Project Coordinator at the CUP, Branka Kocevska, presented the recommendations from the civil society sector for improving public services in order to deliver more and better services to citizens, and they relate to improving transparency, clearer determination of the mandate of line ministries, application of measurable indicators for better monitoring of results and at the same time strengthening accountability towards citizens.
The conference was organized within the framework of the projects "Reinventing Governance", which is supported by the Embassy of the United Kingdom in Skopje and the project "Fostering Good Governance and Public Administration Reform", which is supported by the National Endowment for Democracy (NED).
