Modalities for opening the Official Gazette - Meeting with representatives of the PE Official Gazette

In recent days, representatives of the Center for Change Management (CCM) held a constructive meeting with representatives of the Public Enterprise "Official Gazette", at which they discussed the best modalities for opening the Official Gazette to citizens, in accordance with the analyses that CCM has prepared in the past period.
CCM has prepared two reports in the past period whose main message is that the state has an obligation to provide citizens with free access to the Official Gazette of the state. These are the following analyses that you can read on our website:

The first analysis addresses the legal aspects of opening the Official Gazette with a brief comparative overview of the situation in several European countries. While the second analysis addresses the financial implications for the state and the PE Official Gazette in the event of abolishing the subscription for access to the Official Gazette and provides proposed models for how to do this, while achieving an optimal financial outcome that will not harm either the state or the PE Official Gazette.
However, institutions that are creators of public policies and whose portfolio is close to this issue, such as the Ministry of Justice, the Ministry of Public Administration of the Republic of North Macedonia and the Ministry of Digital Transformation, should ensure that this important step is taken and thus strengthen the rule of law and the transparency of institutions.
The analyses were prepared within the framework of the project "Promoting Good Governance and Public Administration Reform", which the Center for Change Management (CCM) is implementing with support from the National Endowment for Democracy (NED).
