Panel discussion "Who and how govern the institutions?"

On April 13, 2023, at the Hilton Hotel, the Center for Change Management (CCM) organized a panel discussion at which it presented the findings of two research reports on monitoring public sector institutions. More specifically, the results of the report on the monitoring of the management structures in the public sector institutions and the Report on the monitoring of the material and financial operations in the public sector institutions were presented.

Research findings were presented by CCM Executive Director Neda Maleska Sachmaroska and researcher Jugoslav Gjorgievski. The focus of the reports was the leadership of the institutions, their composition, work and method of selection as well as the composition, work and method of selection of the Management and Supervisory Boards of the institutions from the public sector. Also, the reports cover over 250 institutions from several sectors (culture, education, social protection, public enterprises, regulatory bodies, penitentiary institutions, management organizations, state-owned trading companies).

The second part of the event was a discussion with representatives of institutions and the civil sector. That is, the Deputy Prime Minister in charge of policies for good governance Slavica Grkovska, the Chief State Auditor Maxim Acevski, the President of the State Commission for the Prevention of Corruption Biljana Ivanovska, the President of Transparency International Macedonia Sladjana Taseva and the Head of the Center for Good Governance at The Institute for Democracy Societas Civilis Misha Popovic.

The chief state auditor expressed concern about the way the institutions are managed and pointed to the role of the supervisory and management boards and their contribution to the so-called bad management of public sector institutions.

The representatives of the civil sector expressed concern about the method of selection of the management structure, and the need for the Law on Senior Management Service, which would more strictly regulate the processes of selection of managers in public sector institutions, was highlighted again.

These claims were supported by the research findings of the CCM, which through specific numbers speak of the urgency of improving the management of public institutions.

The event is organized within the framework of the project "Encouraging good governance and public administration reform" supported by the National Endowment for Democracy.
