Research presentation - State administration through the perspective of the SAO

On 20.05.2025, the Center for Change Management (CCM) organized a presentation of the latest research entitled "Inconsistency and Ethics in the Work of State Administration Bodies through the Perspective of the SAO".

The event was attended by representatives of the state family and public sector institutions (Government, Ministry of Justice, Ministry of Public Administration and State Administrative Inspectorate).

The results of the research were presented by legal experts Jugoslav Gjorgievski, who was moderated by Branka Mincheva Kocevska, project coordinator at CUP.

A fruitful discussion developed at the event, where the following points were faced:

- Consistency in the work of the administration depends largely on the management structures (passers-by, managers), how they will motivate and punish the helpers. In other words, "when there is no good management, it does not work".
- There is no spatial functioning and effective functioning of the system for monitoring it (attendance and performance of work tasks), which remains for the use of inconsistency.
- In public health institutions, the problem and challenge is that there is no digital nature of medicines and there is a high use because there is no record of which hospital and pharmacy has what and what they need.
- The SAO should be more actively publicized for its findings and monitored from its reports, so that they are believed to be more thoroughly informed and hold institutions accountable.
- A way must be found for institutions to act on the findings and conclusions of the SAO.
