Working meeting at the Ministry of Digital Transformation on the topic of opening the Official Gazette

Date: 25.09.2026

Representatives from the Center for Change Management (CCM) Executive Director Neda Maleska Sachmaroska, Program Coordinator Iskra Belcheva Ristovska, and Project Assistant Marko Danailovski held a constructive meeting with the Minister of Digital Transformation, Stefan Andonovski. The discussion focused on the necessity and the most suitable modalities for making the “Official Gazette” accessible to citizens, based on analyses prepared by CCM over the recent period.

During the meeting, two analyses were presented, the core message of which is that the state has an obligation to provide citizens with free access to the “Official Gazette”. These documents are:

The CCM team presented findings from a legal and financial analysis of the current situation. These findings clearly indicate that the state should—and can—provide free access to the “Official Gazette” to strengthen legal certainty for citizens, business entities, and institutions. According to the analysis, the most favorable solution is to discontinue the regular printed edition and instead offer it on an individual, per-order basis. This would cover the loss resulting from the abolition of the subscription fee and ensure a positive financial outcome for the enterprise.

The Minister expressed interest in the subject and noted that he shares the view of the Center for Change Management (CCM). He also agreed with the proposal to fully digitize the Official Gazette and discontinue the printed edition.

The analyses were prepared within the framework of the project "Promoting Good Governance and Public Administration Reform," implemented by the Center for Change Management (CCM) with support from the National Endowment for Democracy (NED).
