Digitization of the process of registration of unemployed persons in the Employment Agency

Problem description

In accordance with the Law on Employment and Insurance in Case of Unemployment, "an unemployed person is a person who is not employed, is actively looking for work and meets the conditions provided by this law." According to this law, the unemployed person is obliged to contact the Agency in person every 30 days and prove that he / she has been actively looking for a job in the last month. The unemployed person is entered in the records of the unemployed persons in the Employment Center on whose territory he / she has a permanent place of residence. This is a big problem for the unemployed because it exposes them to significant costs of time and money and additionally, during a pandemic, it can be dangerous for the health of the unemployed, but also for the employees of the Employment Agency. Additionally, if there is an inability to complete the obligation to apply within the specified period, the person loses all rights in case of unemployment and has no right to report to the Agency one year later. 

Proposed solution

In order to facilitate the process of registration of unemployed persons, as well as access to rights in case of unemployment, the procedure should be digitized. It is necessary to first add the service "Registration of unemployed person" on the portal uslugi.gov.mk. This will allow the unemployed to easily access information on the necessary documents, deadlines, conditions and competent institutions for their registration as unemployed. Then, the possibility of electronic registration of the unemployed should be introduced. As the Employment Agency already has information on the persons registered in the compulsory social insurance, the employed persons could not be registered as unemployed and exercise their rights in case of unemployment, and thus the chances of abusing this opportunity are minimal. Again, in order to reduce the chances of cheating the system, for those who apply electronically, it is possible to introduce monitoring of the time spent logged on their profile on the electronic system of the Employment Agency in updating their CV, monitoring active advertisements and communication with advertisers. If this time is below the minimum that would be determined, the person can be deleted from the records of unemployed.
