Popularization of e-services for citizens

Problem description

Although public institutions tend to digitize services, they are still not generally accepted and widely used. Many minor problems are the cause of this general problem:

  1. Citizens often do not know that they can receive a service electronically at all.
  2. Obtaining electronic services often requires a digital certificate, which is expensive and inaccessible to ordinary citizens.
  3. Institutions do not treat electronic documents as equal to printed ones. Often some institutions do not accept such documents because they do not know how to read the QR code or do not accept electronic payments if they are not confirmed by a printed receipt.
  4. Citizens who are not registered on the portal uslugi.gov.mk through an user account of the PRO, do not receive support from institutions to create a profile through which they can obtain electronic services.

Proposed solution

It is necessary to popularize electronic services and the benefits for citizens from their use. For services that require the use of an electronic certificate, the government should find a way to subsidize them. Education of the employees in the institutions for acceptance and use of electronic documents is needed, as well as exchange of data electronically between the employees. Services for assistance to the citizens for creating user accounts on the National portal for services and assistance for using electronic services should be provided.
