Improving the regulatory process in Macedonia

The process resulted with adoption of the RIA methodology templates and changes in government procedures, analysis of the process (three years later) and simplifying procedures. The process was conducted together with the General Secretariat of the Government of the Republic of Macedonia, Sector for Economic Policies, Regulatory Reform, the Ministry of Information Society and Administration.

Main goal:

Strengthen government structures and procedures which will ensure the implementation of reforms in the regulatory process

Expected results:

Developed structures and procedures for the potential impact of new regulations (RIA) within the framework of public administration

  • Developed core team of RIA expert’s in MIOA (Ministry of Information Society and Administration) and within the legislative units in all ministries;
  • An updated legal framework proposed that will formalize RIA and establish best practices and procedures in the implementation of RIA;
  • Templates published for process of consolations on all government websites;

Developed curricula for the assessment of potential impacts from the new regulative’ s for the training center of public administration

  • Developed general model of training for RIA, within the framework of the preparation of the regulatory process.

Conducted training for trainers for RIA

  • Conducted training of 20 trainers who will ensure implementation of following trainings in RIA, hence to become a sustainable element of the training center of public administration;

Conducted RIA training for 50 RIA focus points of state institutions
