Good governance standards in the units of local self-government

Our country has a decades-long administrative tradition and culture that adapts to democratic changes in society, guided by the principles of the rule of law, transparency, expertise, stability, responsibility, predictability, equal treatment, efficiency and ethics. This became especially evident with the process of decentralization of the power, when the municipalities and the city of Skopje took over and put into operation the competencies transferred by the central government.

Public sector employees at the local level are part of the public administration in the country, which means that they are subject to the same general normative framework established by the Law on Public Employees and the Law on Administrative Servants. In a broader context, this includes the Law on Labor Relations, which refers to employees who do not have the status of administrative employees, but their work in the public sector imposes an obligation to respect the standards and principles that apply to all employees in the public service. Therefore, the local administration shares the same goals and principles with all administrative officials in the country, which ensures the establishment of equal standards not only at national but also at European level.

This approach ensures the predictability and comparability of the functionality of the public administration as a whole, as well as the local administration as its segment, which is extremely important for the development and integration perspectives of the country.
