Every time when citizens are a party in a procedure, where the other party is a representative of the state, the municipality or some other legal entity or natural person which has certain administrative or public responsibilities, we are talking about administrative proceeding.
The rules of the administrative proceeding are established so that they can provide legal certainty in the processes of decision making, but also to provide a higher degree of legal protection of the citizens against the decisions, which concern their rights and obligations.
In that sense, as a part of the project “Monitoring administrative justice”, the Center for Change Management has issued a publication, in which the citizens will be able to find the answers for the most frequently asked questions concerning the administrative proceedings, with a special emphasis on the rights of appeal and complaint.
Additionally, the publication also gives some basic information related with the expenses of the administrative proceedings, which is of essential importance for one of the basic principles of the administrative justice, i.e. – access to justice.
At the same time, this publication contains some basic information regarding the state administrative inspectorate and the ombudsman, as important mechanisms for the protection of the rights of the citizens, in relation with the administration.
