CUP analysis of selected and appointed persons as an excellent basis for administration reform

Date: 10.05.2018

The Center for Change Management promoted the analysis of selected and appointed persons, which was developed as part of the project "Monitoring Administrative Justice".

The promotion and debate were attended by the Minister of Information Society and Administration, Damjan Manchevski, the Secretary of State at MISA, Jahi Jahija, the Ambassador of the United Kingdom, Charles Garrett, as well as several public administration experts and representatives of ministries, agencies and public institutions.

In his welcoming address, the Minister of Information Society and Administration, Damjan Manchevski, assessed that the analysis of the CUP is extremely important for the government in its attempts to implement public administration reform.

"I see the administration as a big ship, a tanker, sailing in a rough sea, but all the time in the same, straight line. "And what we need to do is turn that huge ship to sail in another direction," said Manchevski.

He added that the main change that needs to be made is to change the citizens' impression of the institutions, ie to provide better, faster, more efficient and cheaper services for the citizens through the digitalization process.

The Ambassador of Great Britain, Charles Garrett, underlined that the way a country manages its public sector, says very important things for it.

"Democracy is the worst form of government, but better than any other," said British Ambassador Winston Churchill, adding that one of the key values in true democracies is a strong public sector.

Professor Dragan Gocevski and the Executive Director of CUP, Neda Maleska Sachmaroska, presented in more detail the results of the analysis of the selected and appointed persons, focusing on some of the most interesting data obtained by the authors regarding the management and supervisory boards. This primarily referred to their composition, number, funds allocated from the budget each year for board members, but also the more essential issues of efficiency and effectiveness in their work and how it can be improved.

The addresses of Maleska-Sachmaroska and Gocevski aroused interest among those present who took part in the debate, while consultants Gordan Georgiev and Jugoslav Gjorgievski also addressed the audience.

The project manager in CUP, Martin Todevski, presented the database of selected and appointed persons, which with dedicated and focused work was compiled by the team from the Center for Change Management, adding that based on this useful database will be developed and web tool.
