Which are the basic principles of the public administration in the modern democracies?

The key task and goal for the public administration is to be a service for the citizens in the process of fulfilment of their rights.

In order to achieve this, the employees of the public administration follow certain principles in their work.

The publication “What should employees in the public administration know and do?”, in the framework of the project “Monitoring administrative justice”, is identifying these key principles, which the employees in the public administration should uphold.

1.Certainty

Certainty is mostly related with the legal certainty of the work places and creation of the conditions for completing their duties and adopting the appropriate decisions, envisioned with their position.

This practically amounts to the upholding of the rule of the law.

If the public servant participates in any shape or form in the decision making process, it’s his responsibility, regardless of the influence or pressure from his superiors he might be subjected to, to insist that the decisions that are made, are in accordance with the law and in the interest of the citizens. It’s also his duty to point out the possible attempts for unlawful decision making process.

2.Transparency and openness

The transparency and openness of the administration should enable each individual, citizen or institution to practice their rights in an informed and open manner.

The openness and transparency are necessary instruments for the rule of the law, the equality under the law and the responsibility.

The general rule is that the work of the public administration should be transparent and open. Only in specific cases, the work has to be secret and confidential, concerning the issues that have influence on the national security or similar matters.

3. Responsibility

In the public administration, as in life in general, the responsibility is related with the justification of our own actions in front of others, but mostly in front of ourselves and our own moral principles and norms.

With the help of the responsibility, as one of the key principles in the work of the public administration, we can secure the other values and principles such as the efficiency, effectiveness, certainty and predictability of the public administration.

4. Efficiency and effectiveness

Efficiency, as a principle for the work of the public administration, means that certain goals and tasks will be accomplished with the use of the best possible resources that certain institution has on its disposal, including people, tools for work or finances.

Effectiveness, basically means to successfully implement the commitments of the public administration in the time period which it has on its disposal.

Certain commitments include certain time frames for implementation, as well as specific and adequately fast interventions for achieving the goals and solving of the public problems.
