Complete digitalization of the calls for dormitories

Problem description

Applying for calls for student formitories is a complex process for students. In addition to completing the application, students must submit larger documentation, such as: certificate of being a student, certificate of planned and passed exams from previous years, certified form "UPPI", copy of diploma of completed high school education, statement of family status, statement from a parent, confirmation of the salary amount of the employed family members. Therefore, in addition to completing the application form for students to submit to the Ministry of Education and Science, they should also obtain documentation from the faculty, the Public Revenue Office, and prepare documentation for their family members. Completing the documentation is a challenge: for example, the documents of the faculty are signed only by the vice dean for teaching, but given that the competitions start on July 15, they are often on vacation during this period and the issuance of documentation by the faculty is prolonged. The service is available electronically through the portal konkursi.mon.gov.mk, where applicants can fill out an electronic application, but must attach the documentation (scanned), which in fact means digitalization only on the last step.

Proposed solution

It is necessary to initially analyze the relevant legal framework which defines the necessary documentation in the calls for dormitories in order to reduce the obligation only for the really necessary documentation in the procedure. The Ministry of Education and Science should enable electronic exchange of data and documents with the institutions that issue the necessary documents, so that students are not required to provide documentation.
