Monitoring Principles of Public Administration in Preserving Good Governance Values

The project focuses on establishing good governance standards in the local self-government units, by aligning the Principles of Public Administration, developed as benchmarks by SIGMA. Good governance standards are used by local civil society organisations for monitoring the work of local self-governments, drafting policy papers, opiening dialogue for presenting the research findings and proposing recommendations for improving the work of the municipalities.

Project beneficiary: Local civil society organizations and Local Self-Governments

Main goal:

Ensuring a functional network of CSOs across regions that will perform a monitoring and evaluation process of the LSGs in a standardized manner that will have a higher degree of effect over the administration in the LSGs and the central policies on a national level. LSGs should have their unique benchmark checklist of areas where they will need to focus for providing better services to its citizens, improving their transparency and effective governance.

Expected results:

  • SIGMA’s principles of public administration and measurement indicators of good governance are streamlined and aligned on local level;
  • Local CSO’s are competent in the field of good governance and SIGMA’s principles of public administration on national and local level, able to participate in policy dialog and to monitor public policies;
  • Monitoring reports on implementation of streamlined SIGMA’s principles of public administration prepared based on profound and evidence based policy research;
  • CSO’s are skilled to communicate, engage with and to advocate/influence decision makers to address the identified gaps on introducing the good governance model by LSGs, fostering transparent, accountable and service oriented public administration.

Results of the index of complying with the e-transparency standards by the local self-governments were presented on a public debate organized in Stip. Municipality of Stip is the most transparent web municipality.
