Support for public administration reform

The project includes support to the Ministry of Information Society and Administration in the process of reforming the public administration.

Project beneficiary: Ministry of Information Society and Administration

Main goal:

Supporting the Ministry of Information Society and Administration in establishing and managing the process of human resources and establishing a concept of learning and development within the national Public Administration Reform (PAR)

 

Expected results:

Capacity building of the Ministry of Information Society and Administration Management Public Administration Reform (PAR) strengthened

  • Preparation of a communication strategy for the work of Ministry of Information Society and Administration and the implementation of national PAR strategy as well as training for employees in the Ministry of Information Society and Administration

· Implementation of standards for the Ministry of Information Society and Administration

· through the Common Assessment Framework for Quality (CAF), a created a model for other government structures as well;

  • Capacity building of staff of the Ministry of Information Society and Administration for management required to implement segments of the national PAR strategy.

Developed model for managing human resources in public administration in the government practice and developing a competency framework

  • Prepared methodology for managing skills and competencies as a framework for the management of human resources administration;
  • Prepared internal procedures to regulate the implementation of human resources management based on competencies;
  • Training of units of human resources at the level of public administration and local level for the implementation of human resources management based on competencies;
  • Training of units of human resources in selected institutions of the state administration   by a team of trainers for human resources. Hence supporting the implementation of the standards of human resources and standards-based on competences
  • Organized the National Conference on network for human resources within the public administration;
  • An organized study visit -  knowledge and experience (know-how) for the implementation of the standards of human resources in practice.

A developed concept for education and development in line with the strategy for PAR to implement a structured approach for the development of skills

  • A feasibility study prepared for establishment of a Centre of Excellence;
  • Conducted training for trainers, generic training explained, constantly expanding the generic learning, developing the capacity of the new curriculum for learning generic learning (subjects will be defined)
  • Preparation of a catalog of training and methods for conducting training sessions
  • Preparing a training program and training of senior officials (senior management) to improve their professional skills, core competencies, specific skills (technical work)
  • Targeted training conducted in at least three competent base areas
  • Developed knowledge and experience (know-how) for introducing e-learning in public administration.
