Analysis of training needs and improvement of strategic and budget planning processes

Strategic planning is one of the basic steps towards fulfilling the mission, ie. the competences of an institution as a systematically structured way of analyzing, planning, monitoring and evaluating: competences and functions, advantages and disadvantages of the ministry/authority, working environment, the vision for future development, policies and programs in the relevant area and the results and effectiveness of the planned programs and policies. As a basis and framework for successful management of the organization and its resources, as well as ensuring accountability, the strategic and budget planning of the institutions is taken into account, as a mechanism that allows the Government of the Republic of North Macedonia to determine the priorities based on a previously carried out analysis , the priority goals and policies related to them within the budget process to allocate adequate resources for their implementation.
In this publication, a detailed analysis of the current situation and standards for good strategic and budget planning is made, and specific recommendations for improvement are given.
