Center for Change Management (CCM) and Zip Institute under the joint project “Greater Participation – Better Policies and Regulatives” financed by the programme Civica Mobilitas held its third training called “Creation and evaluation of policies with focus on Cost Benefit Analysis”. The workshop was held from 21 to 22 March 2016 at the hotel TCC Grand Plaza, Skopje.
The training was entirely based on the concept and principles of a highly interactive and practical approach in order to increase the capacity of participants (CSO’s) in use of tools for fiscal responsibility, sustainability and transparency in Macedonia. The purpose of the training is to provide understanding of the process of creation policies, methods of ex-post and ex - ante evaluation with focus on quantitative models of evaluation such as, cost benefit analysis. The participants worked in two groups. One group worked on ex-ante evaluation of E-services, whilst the other group worked on ex-post evaluation for the policy of external testing. These topics were previously selected at the last held workshop, and were used as a work documents till the end of the training.
The mentors selected for the purpose of this project joined the group, which continued working together on the impact assessment of public policies through a system of information gathering. As a result of the joint work, the groups established a logical framework which gave the concrete results/objectives; indicators; necessary data; methods of collecting information and assumed risks that might occur during the evaluation and monitoring of public policy. The aim of the mentors was to coordinate CSO’s participants in the process of analyzing, monitoring and evaluation of public policies. The participants from different groups introduced their options, scenarios and the analysis of specific policy. As the purpose of the training, was to teach the participants on how to work on public policies by applying the Cost benefit analysis, the following topics were elaborated: working with Cost benefit and its implementation; use of cost benefit in the concept of evaluation and setting the model for policy evaluation with cost benefit. The goal of this collaboration between the mentors and representatives of CSOs is to prepare documents for the respective public policies that will be the basis for public debate.
At the end of the training CSO representatives realized that Cost benefit analysis is largely based on assumptions and forecasts. Hence, its development should be a transparent process and a process that will involve many stakeholders.
