DISCUSSION ON THE TOPIC "ENHANCING THE PUBLIC PROCUREMENT PROCEDURES IN THE MINISTRY OF DEFENCE"

Date: 13.12.2021

On 13.12.2021 at the Member of Parliaments Club, CCM was part of the discussion “enhancing the public procurement procedures (PP) in the Ministry of Defence (MoD): How to achieve better efficiency and better planning? A chance for the rest of the institutions?” The event was organized by the MoD and besides CCM representatives from institutions whose work is related to PP were participating as well as representatives from the Embassy of the United Kingdom and the Embassy of the Unites States of America.

The Minister of Defence Radmila Shekerinska expressed her gratitude and pleasure for the cooperation with CCM in the process of creating the system for coordination and monitoring, with which the internal procedures for PP in the MoD will be enhanced and accelerated. According to her, if this system shows to be successful in a large institution as the MoD with a large number of procurements, which include procurements for the army as well, that system can be implemented in the rest of the public institutions. The system should reduce the risks of corruption by reducing the arbitrary creation of procurement requirements, reduce the simple administrative work through automatic document generation, as well as provide greater transparency through the ability to follow every internal step related to public procurement in each moment.

Executive Director Neda Maleska-Sachmaroska and Program Coordinator Iskra Belceva-Ristovska presented the completed and planned activities in the project, identified challenges and proposed solutions, as well as the initial design of the system for coordination and monitoring of public procurement.

The process of cooperation with the MoD is extremely important because the interest in improving the efficiency of the work of the ministry is at a high level.
