Presentation on the manual for application of the General Administrative Procedure

Yesterday the workshop organized by the Ministry of Information Society and Administration was held, where the manual for "Practical Questions and Answers on the Application of the Law on General Administrative Procedure” was presented.  

The Executive Director of the Change Management Center, Neda Maleska Sachmaroska moderated the discussion. The workshop that was held in cooperation with the mission of SIGMA, whose good governance standards are implemented through the Law on General Administrative Procedure.

Neda Maleska Sachmaroska is also an editor of the published manual, prepared by the lawyer and expert in administrative law, Zarko Hadzi Zafirov and the state advisor at MISA, Yugoslav Georgievski.

At the debate it was emphasized that the need for publication of this manual derives from the fact that, while the new Law on General Administrative Procedure was intended to provide more efficient, simpler and faster administrative procedures with lower administrative costs, a number of problems were identified in its current implementation.

 

Biljana Nikolovska-Zhagar, State Counselor at Ministry of Information Society and Administration underlined the Ministry's efforts to overcome the problems with the implementation of this law , with special emphasis on the activities that will be undertaken for successful implementation of the law, especially from the aspect of communication of the decision-making bodies in the administrative procedure electronically.

Javier Systernas, Senior Advisor in the SIGMA Legal Service, said that although it is a law applied by the institutions, its successful application is in the interest of the citizens.

“This law should contribute to radical changes on the manner of thinking and acting of the administration but also the citizens. That is why the implementation of the law is important” stated Sisternas.

The questions and answers contained in the manual were presented by one of the authors, Zarko Hadzi-Zafirov, who called on the audience to give their suggestions, remarks and additions.

After integration of these notes in the manual, it is expected that it will soon be published.

The conclusion of this workshop was that in the next period, the members of the working group will hold working meetings, which will result in constructive proposals for the questionnaire, as well as for changes and additions to the law.
