Report from Monitoring the Principle of Equitable and Fair Representation in the Public Sector

On July 17, 2023, in the Public Room venue, a presentation on the findings of the monitoring of the application of the "balancer" in the employment processes in public institutions was held by the researchers and legal experts prof. Dr. Natalija Shikova and Jugoslav Gjorgievski.

The report covers over 250 institutions from the public sector from various fields (education, culture, social protection, health, regulatory bodies, public enterprises, management organizations, etc.), which were contacted through a request for free access to public information, research of public opinion, comparative analysis of other countries that share the same or similar problem, as well as recommendations for improving the situation.

Representatives from the central state institutions and civil society organizations were present at the presentation and the findings of the conducted research and the recommendations proposed by the same were discussed in depth.
Those present on the event point to the partisanship of the institutions as the main problem, i.e. the public administration that hinders the existence of a merit system for employment in the public sector and, analogously, the correct use of the "balancer" as a tool for achieving a fairer society.

The report and the event are organized within the framework of the project "ostering Good Governance and Public Administration Reform" supported by the National Endowment for Democracy (NED).
