Summary of key findings and conclusions

Citizen participation in local policy and the ability to influence the shaping and improving decisions that have a direct impact on the quality of life in the local community, are essential preconditions for democratic governance at the local level. To be able to participate with their own initiatives and proposals, citizens should be able to freely access information and data and to share it with other people.
