The training aimed towards developing awareness for the possibility of enhanced impact of non-governmental organizations (NGO’s) in the process of evaluation of public policy, decision making and applying the tool "Regulatory Impact Assessment (RIA) ", which is established in the administration of the Republic of Macedonia. Other discussions on the training were the importance of processes and their implementation when making laws as well as, evaluation of the benefits and impact of such laws on citizens.
In addition, the importance of Regulatory Impact Assessment (RIA) for better legislation was discussed, including international practices of regulatory reform and examples from other countries, especially from the approaches of EU and the Guidelines of OECD. The focus of discussion was the difference between impact assessment of the regulations and existing procedures in the Republic of Macedonia for policy making, as well as the importance of Non-Governmental Organizations and their more active participation in preparation, monitoring and evaluation of regulations, through the use of a single electronic register of regulations ENER (www.ener.gov.mk).
Throughout the training participants practically covered all phases of Regulatory Impact Assessment (RIA); setting goals; identifying and analyzing a wide range of options; along with possible economic, social, gender and other impacts on different groups of citizens. The importance of data collection was emphasized as the basis of any accurate analysis and consultations with relevant participants in the process that should provide dedication in the implementation of the regulations.
