Type of education - the only criterion for employment in the public administration

In the existing regulations for employment of an administrative officer, formal education, ie educational qualifications are a crucial, decisive factor in the process of selection of candidates for administrative officer. If the candidate does not have a certain type of education, defined in the job description in the Rulebook for systematization of jobs of the institution, he / she will be eliminated in the first phase of the procedure, ie. the stage of administrative selection.

Competencies at this stage of selection are not checked at all, nor are they taken into account. Competencies are checked and assessed in the third phase - the evidence verification and interview phase. Assuming that the candidate for administrative officer has passed the exam for administrative officer19, he / she does not have the opportunity to reach the third stage of the selection to show the possession of the necessary special competencies, if he / she does not have an appropriate type of education according to the Rulebook on systematization of work places in the given institution, ie the type of education required for the announced job.
