Work Мeeting with the State Secretaries of the Ministries and the Secretary General of the Government

Date: 10.05.2023

On September 10, 2023, the Center for Change Management (CCM) organized a working meeting with the State Secretaries of the Ministries and the Secretary General of the Government of the Republic of North Macedonia.

At the meeting, they were introduced to the concept of coordination of public policies by the "Central Government" (a singular coordination center within the executive branch of the government) and role of the State Secretaries in these processes.

The meeting was facilitated by the CCM program coordinator Iskra Belcheva-Ristovska and Simon James from the UK Prime Minister's Office.

The concept of governance by the "Center of Government" was presented through a comparative approach and by looking at the modalities practiced by different countries, with a particular focus on the United Kingdom's system.

It was the important role of the Secretaries of State to bridge the gap between the administrative and political levels of Government in the processes of managing public policies and relations as well as their relationships with the ministers and deputy ministers.

Attendees shared experiences and practices from different sectors regarding strategic and budgetary planning processes, which was of a mutual advantage for those in attendance.

This meeting was a more intensive cooperation in the design of a coordination center within the Government, as a prerequisite for sectoral changes.

Wednesday was organized within the framework of the "Reinventing Governance" project implemented by CCM in cooperation with the Government of the Republic of North Macedonia with the support of the Government of the United Kingdom through the British Embassy in Skopje.
