Workshop "Evidence - based policy analysis"

The aim of this workshop was to single out two policies from current social issues or specific laws arising from the National Programme for the Adoption of the Acquis (NPAA) which will be subject to enhanced monitoring by Civil Society Organizations (CSO). In cooperation with the CSOs involved in the program, the quality of regulations and the suitability of the proposed solutions by the Government will be considered by evaluating the selected policies, using methods and tools for efficient evaluation of the Regulatory Impact Assessment (RIA) that need to be evidence based. 

The workshop in essence represented the practical application of participant’s knowledge gained from previous training regarding the CSOs inclusion in the process of policy-making, such as: creating a vision for change and carrying solutions, evidence based policy analysis, defining policy scenarios, decision-making criteria, risk management, methods and techniques for policy evaluation. As a result of the CSOs team work, the proposed policies reflect the current situation, as well as, the economic and political developments in the country. Common questions from the civil society organizations are:  problems with pollution, the educational policies (especially the effects and impact of the external testing) , European Credit Transfer System in improving the quality of education;  costs versus benefits of active employment measures and investments in free economic zones, the policy of third child versus demographic trends and the outflow of young people from the country, transparency and accountability of public administration and access to e-services  and state funding for CSOs etc. 

Transparency and accountability of public administration as well as access to e-services at central and local level is one of the suggested policies that will be subject to a comprehensive analysis.  The workshop developed a vision for the policies and put forth aims, standards for how the public sector should act regarding offering information and services for citizens.

During the workshop, methodological framework and its basics for monitoring the policy were defined based on the principles of the OECD / SIGMA (Support for Improvement in Governance and Management).

The workshop was held by Neda Maleska Sacmaroska and Natalija Shikova from Centre for Change Management (CCM).
