Modernization of the public sector necessary in both emergency and regular conditions

The Covid-19 pandemic has put the public sector to the test of the ability to function in such conditions when everything need to be digitized and accessible remotely, and the institutional functions to flow smoothly. Unfortunately, the public sector failed this test. Officials are not able to work from home, and the necessary information is usually stored only locally on their computers and there is no possibility of any other way of functioning than physical presence in the premises of the institution.
