Public discussion on the draft Law on Senior Managers of State Administration Bodies and Funds

On 21.01.2026, a public discussion was organized regarding the draft Law on Senior Managers of State Administration Bodies and Funds with representatives of central institutions and the civil sector.

The public discussion began with welcoming speeches by the Minister of Public Administration Goran Minchev, the Secretary General of the Government Goran Janushev and the Center for Change Management Neda Maleska Sacmaroska.

The Head of the Public Administration Reform Sector at the Ministry of Public Administration Esma Adilović Fazlić presented the concept of the law and the idea behind the legal solutions to guarantee professionalism and strengthen the accountability and responsibility of the holders of high management positions. Among other things, the following were highlighted as key innovations in the law:
- Stricter regulation of the acting institute (acting).
- Establishment of clear criteria that will ensure professionalism and expertise.
- Establishment of a competitive selection procedure.
- Limiting discretion in selection through mandatory detailed explanation of the selection decision, which also strengthens legal certainty and the effectiveness of the legal remedy for dissatisfied unselected candidates.

Then, at a panel discussion, experts in the field had the opportunity to share their views and opinions regarding the draft law, with the aim of improving it. The panel discussion was moderated by Iskra Belcheva Ristovska, Program Coordinator of the CCM, and the panelists were:
- Dimitar Dimovski, Secretary for Public Policies, Coordination and Monitoring of the Government Program and Other Strategic Plans, Projects and Investments Related to the Priorities of the Prime Minister.
- Borche Davitkovski, University Professor of Administrative Law.
- Katerina Markovic Jankovska, Director of the State Administrative Inspectorate.
- Neda Maleska Sacmaroska, Executive Director of the CCM.
- Representatives of SIGMA-OECD also addressed the audience, giving their views on the draft law and where it could be improved.
- Attendees had the opportunity to submit questions electronically or directly at the event, and then members of the working group for drafting the Law answered these questions.

The event was organized within the framework of the project "Reinventing Governance" which is implemented by the Center for Change Management (CCM) in cooperation with the Government of the Republic of North Macedonia and the Ministry of Public Administration, and with support from the Government of the United Kingdom.
