Legal analysis of the alignment of legislation in the area of public administration and public services in some key sectors

In order to determine whether there is a consistency of human resource management policies in the entire public sector, an analysis of the more significant special laws governing public services has been made, in the parts related to the basic issues related to human resources (employment, promotion, disciplinary). liability, assessment, legal protection) and a comparison has been made with the manner in which these issues are regulated by special laws and the Law on Public Sector Employees and the Law on Administrative Servants. Pursuant to Article 49 of the transitional and final provisions of the Law on Public Employees, the laws that regulate issues that are subject to regulation of this Law, will be harmonized with the provisions of this Law, no later than nine months from the day this Law enters into force. Legal analysis of the compliance of laws in the field of public administration and public services in some key sectors. Regarding the laws that are the subject of this analysis, it starts with the two basic laws that regulate the area of ​​the announced administration and public services. Furthermore, their application is analyzed and problematic in each of the areas of public interest such as social, health services, child protection, then the areas of education, culture, as well as the part of regulating the work of public enterprises. In addition, the harmonization in the regulation of these two regulations with the Law on Labor Relations, as well as with the Law on Record of Working Hours in some of the sectors related to public services is being considered.
