The project – Putting people first focuses on improving the transparency of local self-government units by establishing standards for open data at the local level, in order to better involve citizens and civil society organizations in monitoring work and decision making by municipalities. The purpose of this document, within this project, is to set general and detailed guidelines for local self-government units on how to publish open data, including technical and organizational measures.
