Programme goals

In order for the Republic of Northern Macedonia to gain full EU membership, one of the preconditions is full compliance with European legislation. This training offers practical advice on the harmonization of national legislation with EU legislation, relevant stakeholders in the process and the National Monitoring Framework - NPAA.

Contribution towards development of knowledge, skills and competences

At the end of the training the participants will:

  • Be introduced with the term and the subject of harmonization of the legislation 
  • Be able to identify the European acquis, differentiate regulation from directives and other types of secondary legislation.
  • Learn the techniques of transposition
  • Get acquainted with the correspondents tebeli
  • Meet the NPAA
  • Know how to pass a law in domestic legislation
  • Learn how to monitor and evaluate through NPAA

  • Primary and secondary EU legislation
  • Identification of an act from the European legislation, deployment in the national system and initiation of the harmonization process, ie transposition techniques
  • Work through a specific example (case study)
  • Filling correspondence tables
  • NPAA - structure and mechanisms for monitoring the process of harmonization of national regulations

Vesna Bochvarska Cvetkovska

Vesna Bochvarska Cvetkovska holds a Master in South East European Law and European Integration obtained at the Karl Franzes University in Graz, Austria with Master thesis on: “Public Administration Reforms during the previous decade”. Since 2012, she is certified trainer, as well as external evaluator on CAF - model for quality management for public administration and was engaged to implement the model in several governmental institutions and municipalities during the previous years.
