Programme goals

Budget participation is used with the intention of improving the practice and participation of local stakeholders in the local budgeting process and increasing the efficiency of municipal spending. Also, the process facilitates the participation of citizens in the decision-making process at the local level in order to improve local responsibility, quality of local services and quality of life.

The purpose of the training is to improve and expand the knowledge and skills of employees in local municipalities on the benefits of budget participation which in this way will gain the opportunity to meet the needs and requirements of citizens and increase their rating in terms of transparency. and the ability to create a budget that will be intended for the needs and in accordance with the requirements of all stakeholders operating in the territory of their municipality. On the other hand, the training will raise awareness among citizens about how the municipality works and builds its budgets and how public money is spent. In one it gives the opportunity to the citizens to give their contribution and to be involved in the process of budget participation and thus indirectly influence the increase of the quality of their life.

Contribution towards development of knowledge, skills and competences

At the end of the training the participants:

  • will get acquainted with the process of budget participation and its advantages;
  • they will be presented with the time frame according to which the budget participation process is implemented;
  • will improve understanding of the budget process and the municipal budget;
  • will get acquainted with the basic parts of the Laws related to the process of participatory budgeting (Law on Budgets of RSM, Law on Financing of LSGUs as well as with the Law on Local Self-Government);
  • will get acquainted with the manner and sources of financing of LSGUs as well as the procedures they use in the process of raising funds;
  • will get acquainted with the structure of the budget (revenues and expenditures)
  • will be introduced to the rules on the basis of which the LSGU budget should be based
  • budget classifications and their significance will be presented;
  • will get acquainted with the basic competencies of the municipalities in RSM
  • will get acquainted with the basic forms of civic participation as well as who are the main participants in the budget process.

  • stages in the process of budget participation
  • Time frames
  • Review of the three laws and analysis of certain parts of them that are related to the functioning of the LSGU and the process of budget participation
  • reviewing and analyzing the budget of a particular municipality and its structure
  • sources of funding for LSGUs
  • budget classifications (organizational classification, economic classification, functional classification and program) and their meaning
  • what is in the competence of the municipality and in what form is a request of public character addressed to it
  • the basic forms of civic participation

Vesna Gligorova

Vesna Gligorova has obtained a master's degree in Economic Sciences (MSc), major in European studies on University „Ss Cyril and Methodius” Faculty of Economics in Skopje with title of the Master thesis “The Perspectives of the European Labor Market after the last Enlargement and the Reformed Lisbon Treaty”. Her previous educational background was also in the sphere of economy on the Faculty of Economics in Skopje on department financial management.
