Programme goals

The aim of the program is for the participants to understand the Functional Analysis as a process for obtaining a realistic and complete picture of the readiness of the institution to implement the necessary improvements in a short and medium term to better perform its basic functions. The FA should review the efficiency and effectiveness of the performance of the work and work tasks within the internal set-up, as well as the distribution of available resources.

Contribution towards development of knowledge, skills and competences

At the end of the training the participants:

  • They will have knowledge of the legal basis for conducting the FA
  • They will understand why it is important to implement the FA and gather all the information about the functions performed by an institution, its employees as well as the methods of work to achieve the expected results.
  • It will be clear that the FA itself does not cause substantial changes, but sets the framework for all further necessary processes of capacity development and management.
  • You will gain knowledge of the Methodology for the implementation of the FA in the public sector and the steps of its implementation

Programme content

  • Need for FA in institutions; The FA model and definition of the three basic criteria - strategic compliance, achievement of results and organizational capacities;
  • Defining categories of functions that an institution can perform: a function of creating public policies, a regulatory function, a coordinating function, a function of providing services and a function of support;
  • Method of implementation of FA and organization of the process; required documentation and information on human capacities and their perception - patterns and examples;
  • Manner of analyzing the acquired information and evaluation according to the criteria established in the Methodology - forms for filling in and examples.

Vesna Bochvarska Cvetkovska holds a Master in South East European Law and European Integration obtained at the Karl Franzes University in Graz, Austria with Master thesis on: “Public Administration Reforms during the previous decade”. Since 2012, she is certified trainer, as well as external evaluator on CAF - model for quality management for public administration and was engaged to implement the model in several governmental institutions and municipalities during the previous years.
