Programme goals

The Common Assessment Framework (CAF) is a model for full quality management in public sector organizations developed by the European Institute of Public Administration. The program is designed for individuals who have experience in implementing the CAF model and who can support other institutions in implementing the CAF model.

The goal of the program is for participants to gain advanced knowledge of the CAF model, including training skills, in order to be prepared to conduct training for the introduction of the CAF model on their own.

Contribution towards development of knowledge, skills and competences

At the end of the training the participants will:

  • Have knowledge of how to properly and correctly implement the CAF model
  • Have advanced knowledge of how to use the CAF model for self-assessment and formulation of improvement measures;
  • Gain skills on how to properly organize and lead a workshop on prioritizing improvement activities
  • Gain the skills to play the role of facilitator of the group for the introduction of the CAF model.

  • Analysis of the nine criteria of the CAF model
  • Analysis of the stages of implementation of the CAF model
  • Development of the self-assessment process according to the model
  • Scenarios for the self-assessment process
  • Scenarios for the process of prioritization of measures
  • The role of a facilitator in the implementation of the CAF model
  • Communication skills for fascination

Vesna Bochvarska Cvetkovska

Vesna Bochvarska Cvetkovska holds a Master in South East European Law and European Integration obtained at the Karl Franzes University in Graz, Austria with Master thesis on: “Public Administration Reforms during the previous decade”. Since 2012, she is certified trainer, as well as external evaluator on CAF - model for quality management for public administration and was engaged to implement the model in several governmental institutions and municipalities during the previous years.
